2018-09-21 WADA Executive Committee approves the 2019 prohibited list https://wakoasia.com/2018-09-21-wada-executive-committee-approves-the-2019-prohibited-list/ Fri, 21 Sep 2018 23:07:30 +0000 http://wakoasia.com/?p=2173 Yesterday, the World Anti-Doping Agency (WADA) issued a media release related to the reinstatement of the Russian Anti-Doping Agency (RUSADA) as compliant with the World Anti-Doping Code (Code), subject to strict conditions.

Meeting in the Seychelles upon the invitation of the National Sports Council of the Seychelles, WADA’s Executive Committee (ExCo) primarily focused on this key decision. However, the ExCo also took other important decisions related to Signatory compliance with the Code, science and medicine, and other matters.

Compliance

As it relates to compliance, given that the underlying condition triggering the potential non-compliance of the International Boxing Association (AIBA), namely RUSADA’s non-compliance was removed, the ExCo approved WADA’s independent Compliance Review Committee’s (CRC’s) recommendation that no further action be taken against AIBA in respect of the awarding of its 2019 Men’s World Championships to Sochi, Russia. AIBA was, however, reminded of its obligation, moving forward, to comply scrupulously with the requirements of the new Article 20.3.11 of the Code.

The ExCo also approved the CRC recommendation to give four months, starting yesterday, to the Democratic People’s Republic of Korea’s Anti-Doping Committee (DPRK ADC) to correct its outstanding non-conformities. If the DPRK ADC fails to meet that deadline, WADA will make it automatically non-compliant without the need for further decision by the ExCo.

Science and Medicine

The ExCo approved the 2019 Prohibited List of Substances and Methods (List), which will be published by 1 October 2018 and come into effect on 1 January 2019. While the amendments from the current List are minimal, every effort will be made to ensure that the changes are clearly communicated via numerous channels to stakeholders.

The ExCo also approved the re-accreditation of the South African Doping Control Laboratory (SADoCoL) in Bloemfontein. The SADoCoL’s WADA accreditation had been suspended in 2016 due to non-compliances with the WADA External Quality Assessment Scheme. Since then, the laboratory successfully completed the required technical and administrative steps of the accreditation process as established in the International Standard for Laboratories (ISL).

As it relates to scientific research proposals, funding was approved for a total of 18 recommended projects. Of those, 14 projects are to be supported by the 2018 grant research budget (USD 1,203,450) and four projects will be covered by the IOC/Governments special research fund (USD 527,000).

In addition, the meeting approved a minor modification to the International Standard for Therapeutic Use Exemption (ISTUE), which will come into force on 1 January 2019, and approved the Technical Document for Athlete Passport Management Units (TD-APMU), which will come into force on 1 March 2019.

While the above outlines the key decisions of the day, it should be noted that WADA Director General (DG) Olivier Niggli opened the meeting by providing updates on a range of topics, including the ongoing work of WADA’s Governance Working Group, which will report to the Foundation Board at its next meeting in November.

The DG also presented an extensive document, which outlined an analysis of the main issues encountered in the Russian doping crisis, and a summary of the actions that WADA has taken in light of the issues that have led to a strengthened WADA and global anti-doping system. The ExCo supported WADA Management’s proposal that the Agency would now revisit its 2015-19 Strategic and Operational Plan.

The 12-member ExCo is WADA’s ultimate policy-making body, which is composed equally of representatives from the Olympic Movement and Governments.

2018-06-30 WADA’s 2019 Annual Symposium / WADA’s 2019 World Conference on Doping in Sport https://wakoasia.com/2018-06-30-wadas-2019-annual-symposium-wadas-2019-world-conference-on-doping-in-sport/ Sat, 30 Jun 2018 14:53:42 +0000 http://wakoasia.com/?p=2145 Save the dates: The World Anti-Doping Agency (WADA) kindly asks its stakeholders to ‘save the dates’ for:

1. WADA’s 2019 Annual Symposium that will be held from Wednesday, 13 March to Thursday, 14 March 2019 at the SwissTech Convention Center in Lausanne, Switzerland.

The WADA Symposium, which is the main event on the annual global anti-doping calendar, is a unique and practical event that offers anti-doping stakeholders the opportunity to gather, interact and learn from one another. The Symposium is designed for anti-doping practitioners from International Federations, National and Regional Anti-Doping Organizations and Major Event Organizers; representatives from Governments, Athlete Commissions, WADA-accredited laboratories and Athlete Passport Management Units; as well as, other stakeholders such as the media, researchers and service providers that are integral to clean sport.

Contrary to recent years, the Symposium will be carried out over two versus three days. This is due to the fact that the Symposium agenda will primarily be focused on the 2021 World Anti-Doping Code and Standard Review in the lead up to the World Conference referenced below.

More details regarding the Symposium, including a draft agenda and logistical information, will be provided when registration opens during the fourth quarter of 2018.

2. WADA’s fifth World Conference on Doping in Sport that will be held from Tuesday, 5 November to Thursday, 7 November 2019 at the International Congress Centre in Katowice, Poland. It should be noted that on Monday, 4 November, the Agency’s Executive Committee will hold a closed meeting; and, on-site delegate registration for the Conference will open.

Representatives from the Sport Movement, Governments and National and Regional Anti-Doping Organizations; along with, Athletes, their entourage, the media and other anti-doping experts will converge in Katowice to take stock of the evolution of Clean Sport; and, engage in high-level discussion and debate about the global anti-doping program, its practices and processes.

Among other major decisions during the Conference, WADA’s Foundation Board will approve the 2021 World Anti-Doping Code. On 4 June, WADA launched the second of a three-phase 2021 Code Review Process, which also involves review of the International Standards, for which the Agency is soliciting stakeholder feedback by 14 September 2018. Following approval during the World Conference, the revised 2021 Code and Standards will take effect on 1 January 2021.

More details regarding the World Conference, including a draft agenda and logistical information, will be provided when registration opens during the first quarter of 2019.

Dear Asian members and friends,

We are following our recent communication in connection to the previous emails information sent to you in connection to the dates and place of Asian Kickboxing Confederation(WAKO ASIA)’s Champions 2018 and 2020 and would like to bring to your attention the following information and changes.

Since announcement of the Asian Kickboxing Confederation (WAKO ASIA)’s Championships 2018 Seniors and Cadets/Juniors at the same time in Kyrgyzstan, we received from many of members the requests to split and organize separately the Seniors Asian Championships with Cadets/Juniors Asian Championships.

Most of the request motivations were about the annual budget of national Federations/Associations and the fact that it is difficult for the members to send the team in all Styles and categories and in Seniors and Cadets/Juniors Divisions. Other motivation and request proposal concerned that we should organize the separate bi-annual Asian Championships in Seniors Divisions and Cadets/Juniors Divisions in order to have each year at least an official Asian Kickboxing Confederation (WAKO ASIA)’ Championships. (One year Senior Division and the year after Cadet/Juniors Division).

Your opinion is very important for us and our goal is to continue to working very active with all of you and assist you to develop our sport in your country.

Accordingly, this matter was discussed in detail among the management and the members of the Board of Directors of our Confederation during recent Board of Directors meeting which amend the previous Decision of organization of Seniors with Cadets/Juniors Asian Championships at the same time in Kyrgyzstan and we took the new decision in considering the information which we received from the candidate for organization of our Confederation Seniors and Cadets/Juniors Divisions Asian Championships.

Therefore, On behalf of the President and the members of the Board of Directors of the Asian Kickboxing Confederation (WAKO ASIA), we would like to inform that the Board of Directors of Asian Kickboxing Confederation (WAKO ASIA) has recently unanimous decided the dates and places of the Asian Kickboxing Confederation (WAKO ASIA) Championships (Seniors and Cadets/Juniors Divisions) for years (2018 to 2021) as follows:

2018-02-15 WADA SUSPENDS ACCREDITATION OF BUCHAREST LABORATORY https://wakoasia.com/2018-02-15-wada-suspends-accreditation-of-bucharest-laboratory/ Thu, 15 Feb 2018 22:50:55 +0000 http://wakoasia.com/?p=2030 The World Anti-Doping Agency (WADA) announces the suspension of its accreditation of the Bucharest laboratory in Romania for a period of six months.

This suspension was imposed due to a number of non-conformities with the International Standard for Laboratories (ISL), which on 29 November 2017, resulted in the laboratory being provisionally suspended. Since that date, disciplinary proceedings were carried out by an independent disciplinary committee mandated to make a recommendation to the Chair of the WADA Executive Committee regarding the status of the laboratory’s accreditation.

The suspension, which is backdated from the point of the provisional suspension, prohibits the Bucharest laboratory from carrying out any anti-doping activities, including all analyses of urine and blood samples.

During the period of suspension, samples that have not yet been analyzed by the Bucharest laboratory, samples currently undergoing a confirmation procedure and any samples for which a confirmation procedure (A and/or B) is required, must be securely transported to a WADA-accredited laboratory. This is in order to ensure continued high-quality sample analysis, which also helps preserve athletes’ confidence in this process and the wider anti-doping system.

Under the terms of Article 13.7 of the World Anti-Doping Code, the laboratory may appeal this decision to the Court of Arbitration for Sport within 21 days of receipt of notice.

The laboratory shall now address all non-conformities identified by the Laboratory Expert Group and WADA in any request for corrective action or otherwise, as well as any additional non-conformities identified during any WADA site visit during the suspension period.

If the laboratory satisfies the disciplinary committee in meeting these requirements, it may apply for reinstatement prior to the expiry of the six-month suspension period. However, should the laboratory not address them by the end of the six-month suspension period, WADA may extend the suspension of the laboratory’s accreditation for an additional six months.

According to the ISL, WADA is responsible for accrediting and re-accrediting anti-doping laboratories, thereby ensuring that they maintain the highest standards. This monitoring process is conducted in conjunction with International Organization for Standardization assessment by independent national accreditation bodies that are full members of the International Laboratory Accreditation Cooperation.
